A Zoning By-Law Amendment, also known as a Rezoning, is a process where parts of the Zoning By-law are added, altered or deleted. The Zoning By-law imposes specific regulations on how land can be used and developed. The amendments may affect the text of the by-law, the zoning maps, or both. The scale of a zoning by-law amendment may also vary from an individual property to the entire City.

Conditional Use
A Conditional Use is a process where a proposed use required further scrutiny before it may be approved. The proposed use may have unique characteristics or operations that may have an impact on nearby properties.

Variance
A Variance is a process that allows a deviation from the zoning by-law for a particular property. If a property can not meet the requirements of the zoning by-law due to unique circumstances, the approval authority may grant an affected owner an opportunity from the zoning by-law. A variance can be approved to allow a modification to development standards such as minimum building setbacks and height restrictions.

Subdivision
A Subdivision is a process where a property is legally split into two or more properties. The scale of a subdivision application may vary from a single urban lot to a new neighbourhood development. Subdivision approval is also required where a property line between two properties is being shifted.
*New Subdivision Submission Requirement*
Effective immediately, in accordance with the Government of Manitoba’s Subdivision Regulation 137/2006 as amended, the City of Brandon Planning & Buildings Department requires subdivision applicants to submit a Surveyor’s Sketch instead of a site plan. Drawn by a Manitoba Land Surveyor, a Surveyor’s Sketch will accurately show the proposed subdivision of a property, as well as features that may affect the proposed subdivision. A site plan may still be required if the subdivision application is submitted in conjunction with another land use application, such as a rezoning application.

Development Agreement Amendment
Development Plan Amendment
A Development Plan Amendment is a process where parts of the Brandon & Area Planning District Development Plan By-law are added, altered or deleted. The Development Plan imposes general policies on how the Brandon & Area Planning District area, including the City of Brandon, should be developed. The amendments may affect the text of the by-law, the land use maps, or both. Amendments to the development plan would affect how to subordinate legislation, such as zoning by-laws, would be implemented.

A Secondary Plan Amendment is a process where parts of a Secondary Plan By-law are added, altered, or deleted. A Secondary Plan contains policies that are more specific to the development of a geographical area within the City of Brandon but is not as specific as a Zoning By-law. The amendments may affect the text of the plan, the maps, or both. The scale of a Secondary Plan Amendment may also vary from an individual property to the entire secondary plan area.

A Neighbourhood Plan or Master Plan contains policies that are more specific to the development of an area within the City of Brandon, but is not as specific as a Zoning By-law:
- A Neighbourhood Plan focuses on an area within a Secondary Plan area and contains policies that conform with and are more detailed than the Secondary Plan; and
- A Master Plan focuses on a large development site or a campus-style site, such as a shopping centre or a university, and contains policies on the long-term development of such sites.
