Development Charges

In December 2018, after more than two years spent consulting with the business community, residents and other stakeholders, the City of Brandon Council adopted a Development Charges By-law to assist in funding the infrastructure required for Brandon's future growth.

Included in the Development Charges By-law is the requirement for a rate review which the City is currently undertaking as part of our Rate Study and By-law Update consultant assignment. The following DRAFT policy, memo, and project list informed our first Council and Industry engagement sessions on November 27 and 28, 2023 respectively:

Details of the current by-law include:

• Development charge rates, included in Schedule B of the By-law, are updated annually in accordance with Statistic Canada’s Consumer Price Index (Manitoba)
• Current rates are referenced in the annual City of Brandon Fee Schedule By-law 
• The rates differ based on the type of use and where the development occurs
•  Amended Development Charges Standard Operating Procedure (640 KB)
• Reductions may apply when redevelopment occurs (e.g. demolishing a house and building a duplex)
