Snow Clearing

Snowfall amount, density of snow, humidity, rising or falling temperatures, wind velocity and direction along with the time of year, all play a part in how the City’s Public Works Department responds to any snow event. 

The City of Brandon Public Works Department bases its response to winter snow events on the following principles: 

  • That City streets remain passable and are returned to safe winter driving conditions as soon as possible. 
  • That the Public Works Department response is tailored to the nature and magnitude of the snow event and the necessary resources immediately made available. 
  • That City streets are cleared in a priority order, which is based on the classification and volume of traffic using each street. 


In the event of an emergency, snow plowing equipment will be diverted in order to assist police, fire or ambulance emergency vehicles as required.

Snow clearing is broken into the following priorities: 

  1. Priority Routes including P1A, and P1 Routes 1-6
  1. Residential Zones including Zones A-G
  1. Sidewalks & Walking Paths

 


Priority Routes

Snow plowing and/or snow removal are conducted according to a priority system. When storms are continuous, or closely follow one another, operations will be repeated or continued on the routes of the highest priority, before moving onto routes of a lesser priority. These route designations include the following: 

Priority One "A" (P1A) 

  • Includes main routes to be plowed within 24 hours of the start of a snow event 
  • Main arterial streets throughout the city to ensure ease of travel and that plowed streets are evenly spread city wide 
  • Once finished P1A route, crews will move directly into P1 routes 

Priority One (P1) 

  • Includes routes 1 to 6 that primarily consist of arterial and collector streets, City bus routes and some selected residential streets. 
  • The clearing of snow on these streets is the main emphasis of the snow clearing program following a snow event. City crews, however, may be clearing other streets at the same time that the P1 routes are being cleared. 
  • Depending on the conditions, these streets are normally cleared in the first 24 to 72 hours after plowing commences. 
  • Miscellaneous Areas: The City crews also clear bus stops, fire hydrants, intersections, lane access to the streets, loading zones and City sidewalk ramps where they meet intersections. There are over 2,500 of these locations on the P1 routes.

Residential Zones

Zone A (377 KB) - Victoria to Patricia, 1st to 18th

Zone B (344 KB) - Richmond to Pacific, 1st to 17th East

Zone C (300 KB) - All area's North of Assiniboine Avenue/Railway tracks

Zone D (373 KB) - Victoria to railway tracks, West of 18th

Zone E (384 KB) - Victoria to Richmond, West of 18th

Zone F (266 KB) - South of Richmond, West of 18th

Zone G (328 KB) - 1st to 18th between Victoria and Pacific

Include the back lanes and are cleared to facilitate the garbage pick-up on the 5-day sanitation schedule. 

The priority is to clear the snow in these areas at least 1 day ahead of the scheduled solid waste pick-up. 

Snow clearing in these areas will take place approximately the same time as the Residential Zones.

During the initial snow plowing that follows any snow event, city crews will clear all driveway approaches throughout the city if that street is plowed. The plowing of driveway approaches will be completed in conjunction with the plowing of City streets. Unfortunately, as the amount of snow increases, so does the time required to clear driveway approaches. 

The Public Works Department's main priority is to ensure City streets are cleared quickly and efficiently, providing a safe environment for travel. 

There are over 8800 private and business driveway approaches in the City of Brandon, therefore clearing approaches may not be completed immediately after plowing the streets. Front end loaders will accompany snowplow graders and will remove the ridges of snow from driveway approaches within approximately 2 hours after the street has initially been plowed. 

Note: The ridge of snow left across driveways due to clearing sidewalks is not cleared by City crews. 

In residential zones, snowfall accumulations in the range of 6 to 13 cm (2.5 to 5 inches) are usually left to pack on the street with normal daily traffic and accumulations greater than this amount trigger a snow plowing program for residential zones. 

As a result of not always plowing residential zones, some streets will become rutted and choppy through the course of the winter months. A rut cutting operation will be started if the streets become overly difficult to navigate or unsafe for travel. 

If you find a street that is becoming difficult to navigate due to rutting, please call the Public Works Department at 204-729-2284 and provide the location. 

A site inspection will be done, and if warranted, the street will be put on a list to be plowed on a priority basis. 

Any snow event may be given an upgraded response level, depending on factors such as temperature, density of snow, wind speed and direction. Depending on the direction of wind and amount of loose snow, equipment will be deployed to ensure Priority 1A and Priority 1 routes remain navigable. 

With blowing and drifting snow, not all areas of the city will require the same level of service. The decision to increase or adjust the response will be at the discretion of the Director of Public Works or their designate. 

Following the initial snow plowing in response to any snow event, some areas of the City will require remedial snow plowing and/or removal. This work will be completed in the following week or so to clear up trouble spots. 

If you find a street and/or intersection that is becoming difficult to navigate or is unsafe for travel, please call the Public Works Department at 204-729-2285 and provide the location along with a brief description. A site inspection will be done, and the street and/or intersection will be put on a list to be rectified on a priority basis.

A combination of sand/salt and sand/liquid is used at key locations throughout the city when street and weather conditions warrant. City trucks are deployed regularly to place these combinations on areas such as intersections, hills, and busy streets to provide additional traction for driving safety during winter months. 

Road salt is typically only used when the temperature is -10° Celsius and rising as well as in limited locations where for safety reasons it is better to have bare dry pavement, such as busy arterial streets and intersections. 

Sand is used for traction at most other locations in the City such as hills, intersections, and bends in street alignment.

As per the City of Brandon Traffic By-law No. 5463, clause 10.8 states: “It shall be an offence for any person to remove from any private property, public property, street, boulevard, or sidewalk any snow or ice and deposit same on any street, boulevard, or sidewalk in such a manner that could create a hazardous condition for either vehicular or pedestrian traffic.” 

Please deposit snow from private property onto boulevards or front yards. 

The above-noted By-law does not apply to the Province, the City, or their agents or employees who are actively contracted for snow removal from streets, boulevards, or sidewalks. 

Notice to Contractors and Trucking Firms:

The City of Brandon does not provide a site for snow dumping purposes now. 

Please arrange for snow disposal from private property for the upcoming season and future winter seasons as required. 

The Department of Manitoba Infrastructure & Transportation is responsible for the plowing and removal of snow on some designated streets and frontage roads within the City of Brandon. The following streets are under Provincial jurisdiction for snow plowing:

  • PTH 1A, from PTH 1 to Victoria Avenue and from Victoria westerly;
  • 1st Street from Richmond Avenue to Victoria Avenue;
  • Richmond Avenue, from (PTH 10) 18th Street easterly;
  • PTH 10 (18th Street);
  • PTH 1;
  • PTH 110;
  • PR 457, from 1st Street, easterly;
  • PR 459, from 18th Street, westerly; and
  • various service roads along PTH 1 and PTH 10.

There are a number of private streets within the City of Brandon which are the responsibility of the developer and/or owner for snow removal.

Sidewalks & Walking Paths

Designated sidewalks and walking paths are cleared by city crews after Priority 1 (P1) and Priority 2 (P2) road routes are near completion. These include sidewalks adjacent to major routes, public facilities, and high-traffic pedestrian areas.

As per the City of Brandon Traffic By-law No. 5463, clause 10.7 (page 29) outlines the requirements of snow clearing and removal from sidewalks adjacent to businesses. Private businesses are required to clear the sidewalk adjacent to their business before 10:00 hours on each day, following every snowfall. Please refer to the aforementioned clause of the Traffic By-law for more specific details in this regard. 

 

Resident Responsibilities

Under the amended Community Standards Bylaw, residents and businesses are now legally required to clear snow from sidewalks adjacent to their properties. This includes public sidewalks. Failure to comply can result in fines of up to $150.

Any sidewalk that is adjacent to your property, which means touching your property. 

Sand, salt, or a combination thereof. Ensure it is an eco-friendly deicer. 

$100, or $50 if paid within 15 days of the ticket's issuance. If the City is required to clear the sidewalk as a result of non-compliance, then the homeowner is also responsible for that associated cost. 

The City recently passed the Community Standards By-Law which requires all residents to clear their sidewalks, or any snow or ice, to a condition that provides safe passage by pedestrians. 

Simply put, it means that the sidewalk has been adequately cleared of snow and ice to allow pedestrians (with or without mobility issues) to be able to safely travel on the sidewalk. 

The City runs a "Snow Angels" program that has volunteers available to assist. Check the program at https://snowangels.brandon.ca/ to be matched up with a volunteer. 

There may be some sidewalks that the City designates for clearing, and may still clear (time permitting). Ultimately, you are now responsible for clearing your sidewalk.
