SEARCH WARRANT MEDIA RELEASE

In April of 2021, Brandon Police Service was contacted by the FBI in Los Angeles about a pair of co-conspirators conducting cyber-attacks.  One of the suspects had been identified as residing in Brandon while the second was residing in the U.S., and the FBI wished to undertake a joint investigation.  This has been going on for the last 11 months and we believe that these two individuals are conducting DDos attacks on different systems and networks within Canada and the U.S.  Essentially an attack of this nature sends an abundance of web traffic to a targeted system causing it to become unreachable, effectively shutting it down for legitimate purposes.  These attacks were being conducted for a fee with an online service with a variety of payment plans available.   Yesterday we planned for simultaneous search warrants to be executed, one at a location in Brandon, and the second at a location in San Antonio Texas.

The Brandon target of this investigation, 18-year-old Dayne PARROTT-JONES was arrested without incident when the warrant was executed by members of the Brandon Police Service Crime Suppression Unit who were assisting our Forensic Computer Technician.  Members of the RCMP Digital Forensic Services have been providing assistance with this investigation from the outset and were present in Brandon during the execution of the search warrant.

Once PARROTT-JONES was in custody, members at the scene observed, what they believed to be a 3-D printer, actively printing what appeared to be the lower receiver of a handgun and a large quantity of marihuana.  The Brandon Police Service currently has a member attached to the National Weapons Enforcement Support Team, who attended the scene to provide his expert opinion and advice.  As a result, a second search warrant was drafted and authorized to search for both weapons and drugs.

The subsequent search of the residence at 2200 Pacific Avenue resulting in the seizure of the following items:

  • A small quantity of cocaine (approximately 4 grams)
  • Approximately four pounds of illicit cannabis
  • A complete firearm, loaded with a high capacity magazine that has had most of the parts printed on a 3-D printer
  • A loaded 9mm high capacity magazine
  • A loaded 10 round Glock magazine
  • 3 completed lower receivers of Glock pistols – 3-D printed
  • A large quantity of 9mm casings
  • Gun powder
  • 9mm primers
  • 9mm bullets
  • Numerous metal parts used to complete the manufacturing of a Glock pistol including complete trigger assemblies and springs
  • Several parts to complete the construction of high capacity glock magazines
  • A Glock sear kit for conversion to full automatic

It would appear from the items located that PARROTT-JONES is manufacturing Glock firearms with no serial number using a 3-D printer.  It appears that he is also manufacturing high capacity magazines and ammunition.

PARROTT-JONES is charged with the following offences:

  • Mischief to Data 430(1.1) CC
  • Unauthorized Use of a Computer 1(1)(c) CC
  • Manufacturing a Restricted Firearm X 3 99 CC
  • Manufacturing a Prohibited Device (sear) 99 CC
  • Manufacturing a Prohibited Device (h/c magazine) 99 CC
  • Possess a Loaded Restricted Handgun 95 CC
  • Possess a Restricted Handgun 91(1) CC
  • Possess a Restricted Device (sear) 91(2) CC
  • Possess a Restricted Device (h/c magazine) 91(2) CC
  • Possess Illicit Cannabis 8(1)(b) Can Act
  • Possess Cocaine 4(2) CDSA
  • Possess Proceeds of Crime 354(1) CC

PARROTT-JONES has appeared in court and has been remanded into custody.

A co-accused, residing with PARROTT-JONES, believed to be the accused’s girlfriend, Rolanda CHASKE age 24, is not believed to be involved with the computer crimes but was arrested and charged with:

  • Possess a Loaded Restricted Handgun 95 CC
  • Possess a Restricted Handgun 91(1) CC
  • Possess a Restricted Device (h/c magazine) 91(2) CC
  • Possess Illicit Cannabis 8(1)(b) Can Act
  • Possess Cocaine 4(2) CDSA
