License and Parking - Did You Know

Below are some answers to some common questions that you might have when dealing with License and Parking issues in the City of Brandon. Please note that this is not a complete list of rules. Please do not hesitate to contact us should you have any questions or concerns that are not covered here.

Dog & Cat Fines

  • Leaving an Animal in Vehicle When Unsafe $200.00
  • Not Providing Sufficient Food/Water to Animal $200.00

  • Dog/Cat Running at Large/Off Leash $200.00
  • Dog Bites/Dog Threatening to Attack $200.00

Fine reduced in half if payment is received within 15 days of ticket being issued.

(The fines may change from time to time and will supersede all rates indicated.)

 

Free Parking Saturday and Sunday

Any metered space may be used without payment on Saturday and Sundays; on Public Holidays and between 1800 hours on any day and 0800 hours the following day unless otherwise indicated on the parking meter. Please note that this does NOT include BRHA, ACC, BU, Town Centre or the Brandon Shoppers Mall. Traffic By-Law Section 44 (Item (j)).

Handicapped Parking Authorization Permit

A vehicle identified by a Handicapped Parking Authorization Permit may be parked for no more than four (4) consecutive hours in any City of Brandon owned metered parking space without charge. PLEASE NOTE: that the City owned parking space does NOT include Brandon Regional Health (BRHA), Assiniboine Community College (ACC) , Brandon University (BU) , Town Centre or the Brandon Shoppers Mall. Traffic By-Law Section 44 (Item (b.1)).

 

Offence to be parked within 3 meters

For a vehicle to be stopped or parked on or within 3 metres (9.84 feet) of the entrance to a lane or to a driveway Traffic By-Law Section 35 (Item (b)).

 

Offence to be within 9 meters

For a vehicle to be stopped or parked within an intersection or within 9 metres (29.53) feet thereof except where otherwise indicated by a traffic control device - Traffic By-Law Section 35 (Item (c)).

 

Offence to park 48 hours or more

To park a vehicle for more than 48 hours on a City street without moving said vehicle Traffic By-Law Section 35 (Item (t)).

 

Offence to park in No Stopping anytime

For a vehicle to be stopped or parked in a no parking or stopping anytime zones as designated by a traffic control device Traffic By-Law Section 35.

Upon the expiration of the maximum time indicated on a parking meter, it shall be an offence for a person to further deposit, or cause to be deposited in a parking meter a coin for the purpose of obtaining an extension of the parking time beyond the time prescribed on the parking meter head. As per Traffic By-law No. 5463/16/87 Section 44 (b).

 

Offence to stop or park at schools

For a vehicle to be stopped or parked in a designated no parking zones in front of Private and Public Schools at anytime Traffic By-Law Section 35 (Item (v)).

 

Traffic By-Law Section 53.1 – Routes for Truck Travel

All trucks shall be operated only over and along the streets or sections of streets set forth as truck routes. (Item a(1)).

Trucks with a gross vehicle weight of less than 5,7873 kilograms (12,727 lb) may travel on all streets within the City. (Item a(2).

Any truck may operate on any street where necessary to the conduct of business at a destination point, provided that truck routes are used until reaching the intersection nearest the destination point. Upon leaving the destination point, a truck shall return by the shortest route to a truck route. (Item a(4)).

Out of Town Contractor License Requirements

All out of town contractors (general and sub-trades) must be licensed to operate in the City of Brandon.

Required documentation to be submitted when applying for an out of town contractor license:

  • General Business License Application
  • List of Sub-trades(as provided by the General Contractor If Applicable)
  • License fee for out of town contractor can vary from $300.00 to $400.00 (depending on your address)
  • When an out of town business license is issued the license is in effect from January 1st – December 31st per calendar year

Failure to obtain a Business License will subject you to a Compliance Ticket as issued by By-Law Enforcement of Brandon Police Service in the maximum amount of $200.00.

 

Traffic By-Law Section 36.1 – Parking Regulations in Brandon University Area

The parking restrictions set out shall not apply to vehicles displaying a valid residential parking permit, providing the vehicle is parked within the block of residence for which the permit was issued. (Item (c))

An applicant for a residential parking permit must provide confirmation of residency within the area designated by presenting: (Item (f)).

  1. Where the applicant is owner of the vehicle, a current Province of Manitoba vehicle registration showing residence within the described area.
  2. Where the applicant is a tenant and owner of the vehicle, a current Province of Manitoba vehicle registration and a letter signed by the applicant’s landlord confirming residency within the specified area.
  3. Where the applicant is a tenant and has authorized use of a vehicle, we require a current Province of Manitoba vehicle registration and a letter from the registered owner of the vehicle authorizing the applicant’s use of same, as well as a letter signed by the applicant’s landlord confirming residency within the specified area.

There is no charge for the annual residential parking permit. (Item (g)).

Residential parking permits shall be valid for all or part of a year. Such year such commence on the 1st day of May and shall expire on the 30th day the following April. (Item (h)).

A residential parking permit to be valid must be firmly affixed to the inside lower corner of the windshield on passenger ‘s side of the vehicle with the “front’ side of the permit facing out. (Item (k)).

 

Veteran License Plate

A vehicle identified by a Veteran’s License Plate shall have free parking at any City of Brandon parking meter on City of Brandon property all year round. Please note that the City owned property does NOT include BRHA, ACC, BU, Town Centre or the Brandon Shoppers Mall. Traffic By-Law Section 44 (Item (b.2)).
