2013 Sewer Back-up Subsidy Program Flood Protection Permit Requirements

The City of Brandon in partnership with the Province of Manitoba is able to provide $180,000 in funding for the 2013 Sewer Back-up Subsidy Program. This program provides subsidy funding for property owners wanting to install either a sump pump and pit or a backwater valve in their home or business.

Subsidy funding is available for up to 60% of the total materials and installation cost up to a maximum of $2000 for the sump pump and pit and up to a maximum of $1000 for the backwater valve. Work must be completed by a licensed plumber in order to qualify for funding and cannot be performed prior to making application for subsidy funding. This program is open for all property owners within City of Brandon boundaries.

To qualify for the 2013 program:

  1. Obtain two quotes from a licensed plumber. If both components are being installed the quote must list the two items separately to show individual costs. The lowest quote will be the accepted quote.

     

  2. The plumber must supply a drawing that includes:
    • Location and type of back water valve relative to basement plumbing
    • Location of sump pit showing connection to drain tile
    • Discharge location of sump pump on exterior of house and discharge pipe size

     

  3. With the two quotes and the required drawing(s) apply for a flood protection permit at the City of Brandon Planning & Building Safety Department (421-9th Street) and pay the $120.00 permit fee at the time of application. At this point in the process you will considered accepted into the program.

     

  4. This program requires a minimum of two inspections by an inspector from the City of Brandon Building Safety Department. The first inspection occurs after the components are installed and are still visible for inspection. Another inspection is required after backfill when the work is complete. Work performed must pass both inspections in order for subsidy funding to occur.

     

  5. Once the work has passed the final inspection, submit proof of payment to the Brandon Planning & Building Safety Department in the form of the paid plumbers invoice. A cheque will be issued and mailed to you from the City of Brandon for the approved subsidy amount.

     

  6. All work must be completed with the above mentioned paperwork submitted to the City of Brandon Planning & Building Safety Department by January 15, 2014.
