Audit and Finance Committee

The Purpose and Role of this Committee:

This Council Committee was originally established by motion of Council in 1992 and further defined in the Organizational By-law of the City of Brandon. The purpose and role of this committee is as follows:

  • To serve as an informed voice to City Council on the financial and accounting policies of the City of Brandon;
  • To act as an internal and external liaison body in dealing with matters of an audit or financial nature;
  • To review significant accounting policies and the suitability of any changes;
  • To recommend to City Council on the selection of the City’s audit firm;
  • To review the annual audited financial statements and audit reports, along with any management letters, with the auditors, and make recommendations to City Council;
  • To ensure that a satisfactory working relationship exists between the auditors and management;
  • To provide the auditors with an open access to the Audit & Finance Committee;
  • To deal with any other matters relating to the audit firm or the audit function that may arise from time to time, and to make recommendation to City Council;
  • Recommend to City Council that special audits of various departments or divisions be performed from time to time, such recommendations to include the terms of reference and the framework within which the special audit and resulting change will be carried out, and to make recommendation to City Council on the selection of an audit firm to conduct the special audit;
  • To make recommendation to City Council on the selection of the City’s investment advisor;
  • To review the City’s investment policy within the requirements of The Municipal Act, and to recommend same to City Council;
  • To act as an advisory body to the City Treasurer in regard to investment activities and other matters related to managing the City’s investment portfolio.

Membership and Term of Office:

This Committee is comprised of the Mayor and three (3) members of Council appointed annually. The City Manager and the City Treasurer also sit on this committee as resource persons. Meetings are held quarterly at 3:00 p.m. at City Hall.

Brandon Urban Aboriginal Peoples' Council

Establishment and Purpose of the Board:

The Brandon Urban Aboriginal Peoples’ Council was established at the December 13th, 2010 meeting of Council. City Council may refer to the Aboriginal Council for its consideration and advice, and the Aboriginal Council may on its own initiative consider and advise City Council on any matter relating to issues of concern to Aboriginal people, including:

  1. developing and maintaining a positive relationship with individuals, groups, agencies, organizations, orders of government, etc., who are addressing issues of concern to urban Aboriginal people;
  2. assisting the efforts of other agencies, organizations, etc., who are addressing issues of concern to Urban Aboriginal people;
  3. undertaking research, study or investigation in areas of concern in order to develop advice and make recommendations;
  4. soliciting input and receiving advice, recommendations, reports or concerns from individuals or groups addressing issues of concern to Urban Aboriginal people, and recommending appropriate action; and
  5. liaising with City of Brandon staff through the Office of the City Manager in support and development of policies, programs and other initiatives that will seek to address issues of concern to Aboriginal people.

Membership and Term of Office:

The Brandon Urban Aboriginal Peoples’ Council is comprised of two (2) members of Council, four (4) citizen members, two of which are required to be self-declared aboriginals and one representative from each of the following organizations: the Brandon Friendship Centre, Manitoba Metis Federation, Dakota Ojibway Tribal Council, Prairie Mountain Health, Brandon University, Assiniboine Community College, and the Brandon School Division. Meetings of this Council are held monthly.

Brandon and Area Planning District

Establishment and Purpose of the Board:

The Brandon & Area Planning District was established by Provincial Order-in-Council in accordance with Part III of The Planning Act and is considered under Provincial law to be a body corporate similar to that of a municipal corporation. The boundaries of the district include the areas of the City of Brandon, the R.M. of Cornwallis and the R.M. of Elton.

Under the provisions of this legislation, the District Board was named the governing body appointed to exercise the powers granted to the district and is responsible for the preparation, adoption, administration and enforcement of the District Development Plan. In addition, it is responsible for the administration and enforcement of:

  • the zoning by-laws of any municipality within the district;
  • the building by-law of any municipality within the district; and
  • the by-law for minimum standards of maintenance and occupancy of buildings of any municipality within the district.

Membership and Term of Office:

Under the provisions of the Order-in-Council establishing the Planning District, a total of nine (9) members are to be appointed to the Board. Each of the municipalities involved in the affairs of the Planning District are required to appoint three (3) members of its Council to sit on the Board.

This Committee meets once per month on the 1st Thursday of every month at 7:00 P.M., with an optional meeting on the 3rd Thursday of every month if necessary.

Brandon Downtown Development Corporation

The Purpose and Role of this Board:

Also known as Renaissance Brandon, the purpose of this board is to conduct activities related to downtown business development such as the ownership of property, granting of loans, establishment of incentive programs, and retention of proceeds from investments. Further, the organization is to create unique partnerships between the public and private sectors that bring renewal and energy to downtown. The Renaissance District is defined as 6th Street westward to 13th Street & Pacific Avenue southward to Lorne Avenue as an area containing a cornucopia of buildings from newly built and renovated to those nearing the point of no return.

Membership and Term of Office:

In accordance with the Brandon Downtown Development Corporation’s Organizational By-law, its Board is to be comprised of ten (10) Directors, two (2) of whom shall be the Mayor and Rosser Ward Councillor and eight (8) citizen members. The City Manager and Director of Economic Development sit as ex-officio members. The Council appointments to this board are made every two years at the organizational meeting of the Council held in November. Citizen appointments are made annually in May with alternating two year terms for the purpose of continuity. The Board meets on the third Monday of each month at 11:30 a.m.

Brandon General Museum & Archives Board

The Purpose and Role of this Board:

The Board was first established as a General Museum Advisory Committee on March 19, 2007 to prepare a plan for the formation of a general museum that would include an evaluation of potential sites, estimate of capital costs, identification of funding sources and a detailed plan for the ongoing operation of the museum, as well as an assessment of the possibility of including within the museum, a community archives. The committee became incorporated as the Brandon General Museum and Archives Inc. in July 2009 and has as its mandate authority to collect, conserve, study, exhibit and interpret historic and heritage materials relating to the City of Brandon, and its place within the history of Southwestern Manitoba.

Membership and Term of Office:

The Board is comprised of three (3) Councillors and nine (9) citizen members. The Council appointments to this board are made annually at the organizational meeting of the Council held in November of each year. Citizen members of the Committee are appointed annually by resolution of Council for a two year term. For the purpose of continuity the citizen member’s terms alternate with 6 member’s terms expiring on December 31st of one year and 3 member’s terms expiring on December 31st of the following year. Members are eligible for reappointment upon the expiration of their term of office. The committee meets on the first Tuesday of each month at 7:00 p.m. in the Civic Administrative Building.

Brandon Municipal Heritage Advisory Committee

Establishment and Purpose of the Committee:

Under the provisions of Provincial and City legislation, City Council established this committee for the purpose of considering applications and making recommendations to City Council respecting the:

designation of heritage buildings, structures and lands as Municipal Heritage Sites; and the demolition, preservation, alteration or renovation of those buildings, structures and lands under the terms of the Heritage Resources Act, in order to provide for the conservation and preservation of buildings, structures and lands of a local architectural and historical interest.

Membership and Term of Office:

Pursuant to Organizational By-law No. 6650 and Brandon Heritage Conservation By-law No. 6644, the Brandon Municipal Heritage Advisory Committee shall consist of the following members, to be appointed by resolution of Council:

  • (1) two (2) members of City Council, one of whom shall be appointed Chairman of the Committee;
  • (2) one (1) member appointed by Brandon University;
  • (3) one (1) member appointed by Assiniboine Community College;
  • (4) one (1) member appointed by Brandon Downtown Development Corporation Inc.;
  • (5) one (1) member appointed by the Rosser Ward Citizen Association;
  • (6) one (1) member who is an architect, architect technician, or licensed real estate professional;
  • (7) citizen-at-large representation of between two (2) and six (6) members as City Council may determine from time to time, one of whom shall be the owner or lessee of a designated heritage property.

The appointed members of City Council are appointed annually at the organizational meeting of the Council held in November of each year, while the remaining members shall be appointed for a two year term commencing on the 1st day of January in the year in which such appointments are made.

Building Standards Committee

Establishment and Purpose of the Committee:

The purpose and role of this Committee is as follows:

  • To conduct a hearing on a Notice of Objection to an Order to Maintain issued by an Inspector of the Brandon & Area Planning District against an owner of land, building and premises that do not comply with the Building Safety & Property Standards By-law.
  • To receive the above noted hearing representations from the appellant who filed the Notice of Objection and the Inspector(s) who are responsible for the issuance of the Order to Maintain.
  • Upon hearing an appeal, the Committee may:
    • rescind or suspend the Order to Maintain issued by the Inspector;
    • extend the time within which compliance with the Order to Maintain shall be made;
    • make such other Order as in the circumstances of each case it deems just; and the decision or order of the Committee, upon being communicated to the appellant, stands in place of the Order to Maintain against which the appeal is made.

Membership:

This Committee is comprised of three Councillors, and two additional Councillors who shall act as alternate members for the purpose of hearing any appeal, when necessary, in the absence of any member.

Members of the Committee, including the alternate members, are appointed annually by resolution of Council for a one year term. Members are eligible for reappointment upon the expiration of their term of office. Council appoints a Chairman and Acting Chairman at the time of making its appointment.

Any member of the Brandon & Area Planning District Board is ineligible for appointment to this Committee.

Meetings are held as needed.

Grants Review Committee

Establishment and Purpose of the Committee:

City Council, at its meeting held November 4th, 1985, established the Grants Review Committee to:

  1. Review all financial grant requests submitted by various organizations and groups in the City;
  2. Meet with selected organizations for the purpose of reviewing their current financial statement, budget and grant request;
  3. Submit its recommendations on each request to City Council for consideration during the annual budget deliberations.

Organizations requesting grants must meet the following criteria:

  • Be a non-profit organization;
  • Clearly demonstrate that the organization is fulfilling a need in our community which is in line with the City’s mandate to provide social support and recreational, cultural, and youth services;
  • Include fundraising efforts as an important part of the organizations financial efforts;
  • Clearly demonstrate a financial need for the funds requested.

Membership and Term of Office:

The Grants Review Committee was established by Motion No. 1127 which requires its membership to be comprised of three (3) members of City Council to be appointed annually.

There are usually 3 Committee meetings in the fall of each year prior to a recommendation being brought forward to council for approval. The Committee can also interview any of the organizations requesting grants prior to making their recommendation.

Joint Task Force - City of Brandon & Brandon School Division

At the annual joint meeting between the City of Brandon and the Brandon School Division Board of Trustees held on January 4th, 2006, it was agreed that a Joint Task Force would be formed.

This Task Force was established to resolve common issues between the City of Brandon and the Brandon School Division.

Membership and Term of Office:

The Task Force is comprised of three members of Council and three members of the Brandon School Division. The appointed members of City Council are appointed annually at the organizational meeting of the Council held in November of each year. The Joint Task Force meets monthly with the location alternating between the Brandon School Division and City Hall.

Keystone Agricultural & Recreational Centre

Establishment and Purpose of the Committee:

Under Provincial and City legislation, the Keystone Centre was incorporated on December 23rd 1971 in accordance with an agreement entered into by the Province, the Provincial Exhibition of Manitoba and the City of Brandon. The purpose of the Board of Directors is to manage and operate the community recreational and agricultural complex in the best interest of South-Western Manitoba.


Membership and Term of Office:

Council representation to the Keystone Centre Board of Directors is comprised of two members of Council. The Board also has representation from the Provincial Exhibition of Manitoba, the Province of Manitoba, and members from the community at large. The appointed members of City Council are appointed annually at the organizational meeting of the Council held in November of each year.

The board meets on the fourth Thursday of every month at 7:00 p.m.

Personnel Committee

The Purpose and Role of this Committee:

This council committee was originally established in November of 1983 at the time City Council was making its annual appointments to various committees, boards and commissions. The purpose and role of this committee is:

  • To review and recommend with the City's Chief Negotiator and the City Manager contract proposals for purposes of collective bargaining with all Union groups;
  • To review and recommend to City Council with the City's Chief Negotiator and the City Manager parameters for settlements with civic unions;
  • To review and recommend to City Council for consideration any tentative contract agreements reached by the City's Chief Negotiator with any civic unions in contract negotiations;
  • To review and recommend to City Council for consideration any proposed changes by the City Manager for compensation and benefits to the non-union group of employees;
  • To review any major organizational structure change to the corporation recommended by the City Manager before such goes to City Council for consideration;
  • To review any personnel matter of a sensitive nature referred to the Committee by the City Manager for consideration.

Membership and Term of Office:

The Personnel Committee is comprised of the Mayor, three (3) members of City Council, and the City Manager (mandatory) which are appointed annually.

Meetings of the Personnel Committee are called by the head of Human Resources and are held as the need arises with approximately 6 being held each year. These meetings are held at 3:30 p.m.

Poverty Committee

Membership and Terms of Office:

This Committee of Council was established pursuant to Section 83(1) of The Municipal Act to monitor and report to Council on the various aspects of the poverty problem in Brandon including:

  • identifying obstacles that obstruct and/or impair the capacity of the poor to participate fully in the life of the City;
  • developing proposals for alleviating poverty and/or improving conditions of the poor for consideration by Council;
  • evaluating the impact of Federal and Provincial Government programs on the poverty situation;
  • promoting research on the cause and consequences of poverty in Brandon; and
  • working with and supporting the efforts and initiatives of other agencies in the City who are seeking community-based solutions to alleviate the poverty problem in Brandon.

 

The Committee is comprised of three (3) members of Council and three (3) citizen members. The Council appointments to this committee are made annually at the organizational meeting of the Council held in November of each year. Citizen members of the Committee are appointed annually by resolution of Council for a one year term expiring December 31st. Members are eligible for reappointment upon the expiration of their term of office. The committee meets on the second Tuesday of each month (excluding July and August) at 5:00 p.m. in the Civic Administrative Building.

Taxi Appeal Committee

The Purpose and Role of this Committee:

The Taxi Appeal Committee was established as part of the Taxi By-Law so that any person aggrieved by any decision or action of the Treasury Department or Brandon Police Service to refuse to issue, renew, suspend or cancel a business License Certificate or a Taxi Driver’s Permit may appeal to the Taxi Appeal Committee.

Upon hearing an appeal, the Committee may:

  • Rescind the decision of Administration;
  • Confirm the decision of Administration;
  • Confirm the decision of Administration; or
  • Make such other order as in the circumstances of each case it deems just.

Membership and Term of Office:

The committee is comprised of three Councillors and two alternate Councillors. Appointments to this committee are made annually. Meetings are held when the need arises. Members of Council currently sitting on this committee are:

Western Manitoba Centennial Auditorium Corporation Inc. Board of Governors

Establishment and Purpose of the Committee:

The Board of Governors was established under Provincial and City legislation at the time when the Brandon Centennial Auditorium was created as an incorporated body. Its purpose is to operate and maintain the Western Manitoba Centennial Auditorium.

Membership and Term of Office:

The Letters Patent (Oct. 12/73) require the Board to be comprised of seven (7) members of which:

  • three (3) members appointed by the City of Brandon (at least one of whom shall be a member of City Council);
  • three (3) members appointed by the Province of Manitoba; and
  • one (1) member selected by the other six Board members.

 

All members on the Board must be residents of Manitoba and at least one member must reside outside the City of Brandon. Meetings are held at 12:00 Noon on the last Wednesday of each month except July and August.

It has been the practice of Council to make its appointments to the Board on an annual basis.

Western Manitoba Regional Library Board

Establishment and Purpose of the Committee:

The purpose of this board is to govern, supervise, control and manage the regional library, including the establishment of rules and regulations and the preparation of a budget.

Membership and Term of Office:

In accordance with the Public Libraries Act, each municipality which is a party to the agreement establishing the regional Library shall appoint two, or not more than three, members to the Board with one of the appointees to be a member of Council.

Appointments shall be made at the first meeting of Council each year with Council members being appointed for a one year term and citizen appointments for a two year term.

These meetings rotate between the regional libraries (Carberry, Neepawa and Glenboro) on the 3rd Wednesday of the month at 7:30 p.m. except for July, August and December.
