City Manager

Office of the City Manager

The City Manager is the chief administrative officer (CAO) of The City of Brandon and reports directly to City Council. The City Manager is an appointed official of the City and is the main liaison between Council and Administration. It is the City Manager’s role to assist Council in setting the direction of the City by providing guidance and advice based on trends and best practices in other jurisdictions. He works closely with counterparts in other cities, as well as with both Federal and Provincial government officials on a variety of issues affecting Brandon.

The City Manager maintains strong ties with the local business and community organizations. This position is closely connected with the community at large and seeks feedback to ensure the City is providing relevant services. The City Manager is also responsible for ensuring that the affairs of the City are carried out in accordance with the applicable legislation, policies, or plans established by Federal, Provincial, or local government.

The City Manager’s role and duties are legislated by the Provincial Municipal Act. The specific duties for the corporation are further assigned as per a City Manager By-law, passed by City Council. Many of these responsibilities and corresponding authorities have been delegated to the appropriate department by way of delegation letters to help ensure efficient and effective service delivery to our citizens.

The City Manager leads the senior management team who provides overall corporate leadership to the organization. This position is responsible for overseeing the following civic divisions and departments:

The City Manager is also a member of the Brandon Police Board which is established under Provincial legislation to provide direction for the Brandon Police Service.

 

Current Acting City Manager

The current position of City Manager is vacant and being filled temporarily by the Acting City Manager, Mr. Rod Sage, who is also the General Manager of Operational Services Division. Mr. Sage has been appointed this acting role by City Council and will be filling both roles for the City of Brandon corporation until such time Mayor and Council recruit a new City Manager. The City of Brandon will rely on Mr. Sage’s 30 years of local government experience to guide our corporation during this transition period for the senior leadership role of the City Manager.

Rod will rely on a strong senior management team and together will promote “Serving and Building Community” throughout the corporation. Arising from this statement are five pillars which serve to remind our employees of our commitment to serve our community with P.R.I.D.E. These pillars represent:
