About The City Manager

Scott Hildebrand - City Manager

As City Manager, I am appointed by City Council to lead a large and complex organization. The decisions made with respect to the programs and services we provide are guided by Council’s Strategic Plan. This plan sets out Council’s goals, objectives, and priorities which coincide with their term of office.


In addition to assisting City Council, I am responsible for overseeing the following civic departments:

  • City Clerk’s Department (Legal Services)
  • Corporate Services (Finance, Information Technology, Emergency Communications, Risk & Emergency Management)
  • Corporate Communications
  • Development Services (Engineering, Planning & Building, Property, Traffic, Water Treatment, Waste Water Treatment)
  • Economic Development
  • Fire & Emergency Services
  • Human Resources
  • Operational Services (Community Services, Public Works, Transportation)
  • Police Service (Bylaw Enforcement)


I rely on a strong senior management team and together we promote “Serving and Building Community” throughout the organization. Arising from this statement are five pillars which serve to remind us of our commitment on a daily basis. They are:

I joined the City of Brandon as City Manager on May 30, 2011. I grew up in Regina and also lived in Calgary and Winnipeg. I worked with Frito Lay Canada and Pepsico, and held multiple roles within the company with the main focus being sales and sales management. I relocated to Brandon in 2007 to take on a role with Jiffy/McKenzie Seeds. As Vice President and General Manager for the Canadian Division, my role was to build sales and relationships, move the company to the next level, and transition Jiffy/McKenzie Seeds from their historic 110+ year facility in downtown Brandon to a new facility.

I support an accountable workforce and believe in a “100% accountability 0% excuses” philosophy. I strive to communicate progress regularly with the residents of Brandon through presentations at Council meetings and our corporate scorecard. My goal as your City Manager is to ensure we provide relevant services and programs, along with excellent customer service, ultimately earning the community’s respect and confidence.
